Clugston Construction to build energy-from-waste plant

Clugston Construction has won a £66M contract to undertake the building and civil engineering works for a new combined heat & power facility for Wheelabrator Technologies at Kemsley in Kent.

The project will see the construction of a combined heat and power plant which will create 40 new, full-time permanent roles when the facility becomes operational in 2019.

The construction phase is also expected to create hundreds of additional jobs in the local area.

The project reached financial close on 28 July 2016 and followed the award of an Environmental Permit by the Environment Agency in 2011 and planning permission by Kent County Council in March 2012.

Wheelabrator was successfully awarded a 15-year Contract for Difference with the UK government for approximately half of the facility’s power output in February 2015.

Civil works began last month and being delivered and managed by Clugston Construction alongside its process engineering partner, Constructions Industrielles de la Méditerranée (CNIM).

Steve Radcliffe, Managing Director of Clugston Construction, said: “The project for Wheelabrator Technologies is the latest in our growing portfolio of energy-from-waste plants, and is certainly one of the largest combined heat and power developments we have been involved in.

“We are delighted to have been chosen by Wheelabrator to deliver such an important facility and we look forward to working with the company over the next three years and beyond.”

The Wheelabrator Kemsley facility will manage up to 550,000 tonnes of waste per year from Kent and South East England once completed. This will enable the site to generate 43 MW of sustainable electricity to the National Grid and provide 70 tonnes of valuable steam heat to the adjacent Kemsley Paper Mill owned by DS Smith.

Wheelabrator UK Managing Director Paul Green: “We remain focused on continuing to develop our pipeline for growth in the UK and building long-lasting relationships, including the one we have with DS Smith.

“We are committed to bringing our experience and industry expertise to Wheelabrator Kemsley to deliver the highest safety and operational performance.”
