Developers sought for £18M Burnley Curzon Street project

Burnley Council is looking to revitalise its town centre with an £18M redevelopment of Curzon Street in the town centre.

The Council has released a prior information notice ahead issuing a full invitation to tender for the development on the 3.7-acre site.

According to the notice, the scheme will aim to “to deliver a leisure and retail development which makes a significant contribution to a vibrant entertainment and cultural offer in Burnley town centre. This will be a high-quality scheme that makes an architectural statement and is consistent with the Council’s Local Plan Submission Document. The new development will bring new leisure users; including a cinema, and other family orientated leisure facilities and high quality national food chains into the town centre.”

The value of the project is estimated to cost £12M to £18M.

The move follows the launch of a public consultation on the Council’s plans for the town, including the publication of a masterplan with a vision for the regeneration of Curzon Street, Place De Vitry, Manchester Road and the King Street Car Park.

Kate Ingram, Burnley Council’s Head of Regeneration and Economic Development, said Burnley had suffered from a lack of investment. She said: “Burnley town centre has some strong assets in its fine Victorian architecture and a town centre retail offer which has fared relatively well in difficult circumstances.

“However Burnley has not benefitted from the levels of investment that other similar sized towns and cities in the region have seen.”

Describing the masterplan, Ms. Ingram said: “The updated masterplan will be forward looking and will underpin the council’s future vision for the town centre. It is intended to facilitate the redevelopment and growth of the town centre censuring its future as a vibrant and thriving retail, leisure and business centre supporting the borough’s overall growth ambitions.”

The invitation to tender should be published on 25 May, with open days will be for potential providers to inspect the site with council officers to be held early next month.
